Septic Systems on Rural Texas Property

Almost no rural acreage in the Hill Country is on a municipal sewer line. If a property doesn't already have an on-site sewage facility, or you're planning to build, here's what that actually involves.

Septic basics: what “OSSF” means

In Texas, a septic system is officially called an On-Site Sewage Facility (OSSF) — any wastewater treatment system that handles sewage on the property itself rather than piping it to a municipal treatment plant. Statewide standards are set by the Texas Commission on Environmental Quality (TCEQ) under Texas Administrative Code Chapter 285, but almost all day-to-day permitting authority is delegated to counties or a designated local permitting agent.

Who actually issues the permit

Because permitting is delegated, the office you actually deal with is usually the county (often the county’s environmental health or development services department), not a state office directly. Some counties without their own program route OSSF permitting through TCEQ’s regional office instead. Either way, the correct first call is your county — they can tell you who has jurisdiction, what’s required locally, and point you to a list of registered site evaluators and installers.

Soil evaluation and why it matters here

Before any permit is issued, a licensed site evaluator has to assess the soil — historically via a percolation (“perc”) test, though many Texas jurisdictions now rely primarily on a soil profile/site evaluation that looks at soil texture, structure, and depth to restrictive layers like rock or a high water table. This step is more consequential in the Hill Country than in much of the country, because thin caliche or rocky soil over limestone bedrock — extremely common across Central Texas — often can’t absorb and filter effluent the way a conventional buried drain field needs.

Why this matters for buyers

Soil conditions, not lot size alone, determine what kind of system a given site can support — and sometimes whether it can support one at all without significant site work. This is worth understanding before you fall in love with a specific building spot on a property.

Conventional vs. aerobic systems

Conventional systems use a septic tank to separate solids, then disperse the liquid effluent into a buried drain field (also called a leach field), where the surrounding soil does the final filtering. These are generally the least expensive option, but they need soil that percolates adequately — which, as above, a lot of Hill Country ground doesn’t.

Aerobic Treatment Units (ATUs) mechanically aerate and treat the wastewater to a higher standard before dispersing it, often via a spray irrigation field. Because the water is treated more thoroughly, ATUs can often be permitted on sites where a conventional system can’t — which is why they show up so often on Hill Country properties. The tradeoff is higher upfront cost and an ongoing maintenance obligation (see below).

Other alternative systems (drip dispersal, mound systems, and others) exist for specific site constraints; a licensed site evaluator will tell you what your particular soil and site actually qualify for.

The permitting process

  1. A licensed site evaluator assesses the soil and site
  2. A registered installer or engineer designs a system appropriate to the soil evaluation, lot size, and setback requirements
  3. The design is submitted to the county (or authorized agent) for permit approval
  4. The system is installed by a licensed installer
  5. A final inspection is required before the system is approved for use

Setback requirements — minimum distances from property lines, water wells, water bodies, and structures — apply throughout this process and vary by system type and jurisdiction, which is part of why the same size lot can support a conventional system in one county and require an aerobic system (or a redesigned layout) in another.

Maintenance and inspections

Conventional systems still need periodic tank pumping (the exact interval depends on tank size and household use) but otherwise have relatively low ongoing maintenance. Aerobic systems are different — most Texas permits for an ATU require the owner to maintain an active service contract with a licensed maintenance provider, who performs scheduled inspections (often a few times a year) and reports compliance to the permitting authority. Letting that contract lapse is a common, avoidable compliance problem for owners who don’t realize it’s an ongoing requirement, not a one-time install cost.

If a property is raw land with no existing system, get a site evaluation done early — ideally before you’re deep into house or barndominium design — since the soil evaluation determines what system type is even possible, which affects both budget and where structures can practically go relative to required setbacks. On tighter or rockier sites, the septic system design can end up driving the site plan more than the house design does.
